Government Accountability Committee
Investigating government misconduct, demanding transparency, and eliminating qualified immunity.
Our Mission
The GAC investigates government misconduct at all levels — local, state, and federal. We demand transparency, expose corruption, and advocate for the elimination of qualified immunity that shields officials from accountability.
What We Do
- Investigate complaints of government misconduct
- Demand transparency in operations and records
- Track officials with patterns of abuse or violations
- Advocate for ending qualified immunity
- Recommend actions to leadership and membership
Qualified Immunity
A legal doctrine that protects government officials from being held personally liable for constitutional violations — unless they violated "clearly established" law.
Our position: No one is above the law. We advocate for its full elimination.
Committee Structure
7 members — mirrors the Dialogue Committee structure but with government-specific expertise
| Position | # | Key Responsibilities |
|---|---|---|
| Chair | 1 | Leads meetings, assigns cases, coordinates with Dialogue Committee |
| Vice-Chair | 1 | Assists Chair, leads when Chair is unavailable |
| Advisor (legal/policy expert) | 1 | Provides guidance on government transparency laws, FOIA, qualified immunity case law |
| Secretary | 1 | Documents complaints, maintains case files, writes leadership reports |
| Investigators (3 people) | 3 | Confront government agencies, demand records, interview witnesses, gather evidence |
| Policy & PR Lead | 1 | Drafts recommendations, communicates membership decisions to media and government officials |
Total = 7 members (Chair, Vice-Chair, Advisor, Secretary, 3 Investigators, Policy/PR Lead). The GAC works hand-in-hand with the Dialogue Committee, which handles the initial confrontation and execution of membership decisions.
How GAC Fits Into Our Process
Complaint Received
Community member reports government misconduct (police, agency, elected official)
GAC Investigates
Gathers evidence, files FOIA requests, interviews witnesses
Dialogue Confronts
Demands cease & desist, accountability, policy change
Leadership + Members Decide
GAC provides suggestions; membership reaches consensus
Dialogue Executes
Public pressure, protests, legal action, demands for firing officials
Abolish Qualified Immunity
Qualified immunity protects government officials from accountability. We advocate for legislation at all levels to eliminate this doctrine and ensure that when officials violate constitutional rights, they can be held personally liable.

Re: Investigation #2026-008 – [Police Department] – Excessive Force
Date: May 2, 2026
Complaint Summary:
On [date], officers used force against [name] during a traffic stop. Body camera footage was not released. The officer has a history of 12 prior complaints.
GAC Investigation Findings:
- FOIA request for body cam footage denied ("ongoing investigation")
- Three other witnesses confirm excessive force
- Officer has qualified immunity protection
- Internal affairs found "no violation" (inconsistent with evidence)
Committee's Suggestions for Membership Vote:
- ✅ Demand release of body camera footage within 7 days
- ✅ Demand officer termination or suspension
- ✅ If denied → public protest at police headquarters
- ✅ File federal civil rights lawsuit (challenge qualified immunity)
- ✅ Advocate for state legislation to end qualified immunity
Committee's Final Suggestion:
Authorize Dialogue Committee to demand footage and officer discipline. If not resolved within 7 days, authorize protest and lawsuit against the officer (challenging qualified immunity).

Policy & Legislative Priorities
End Qualified Immunity
Support federal and state legislation (e.g., Ending Qualified Immunity Act) to hold officials personally accountable for constitutional violations.
Mandatory Body Cameras
Require body and dash cameras for all law enforcement, with immediate public access to footage.
Real FOIA Enforcement
Penalties for agencies that delay or deny public records requests without cause.
Independent Oversight
Civilian review boards with subpoena power and the ability to fire corrupt officials.
