Who Signs the Checks
Radical separation of duties. The Treasurer approves the budget and authorizes expenditures but NEVER handles disbursements. Independent officers issue payments only on documented, committee-approved orders. The Disciplinary & Integrity Committee audits all financial activity quarterly.
Flow: Committee Vote → Treasury Approval → Independent Disbursement Officer → Payment → Audit Trail by Disciplinary Committee.
Members can request quarterly budget summaries. Full transparency, no exceptions.
